North Vernon's own Contingency Operating Base-Panther (COB) was officially opened and celebrated Thursday, Dec. 17, 2009.
A large crowd of military men, city officials and Chamber of Commerce representatives joined the Economic Development Commission in the traditional ribbon cutting marking the successful conclusion of a whirlwind construction schedule that would have tried the patience of the most experienced manager.
In August, the EDC was put in charge of the project, because it is a non-governmental entity and could move on the "fast track." The city, on the other hand, would have been slowed by state laws mandating a public bidding process, for example, which alone can take weeks to accomplish.

This project began south of Interstate 465 at exit #4 on State Road 37 and ran to Edgewood Avenue. Northbound and southbound lanes were removed and replaced with additional travel lanes in QC Portland Cement Concrete Pavement while maintaining two travel lanes in each direction during the entire construction process. Two intersections were completely removed and replaced with 24 hour High-Early concrete while maintaining traffic flow across the intersections. ($12 Million project cost).

Lt. Governor Becky Skillman today awarded a $462,010 Community Development Block Grant to the City of North Vernon for the Downtown Revitalization Project. Lt. Governor Skillman presented the award to the following individuals on behalf of the community: Mayor John Hall, Chief Jack Hatton, Representative Billy Bright, Brad Bender, Lisa Lang and other community members.
